Eligibility for International Students
We admit international students to the MPA program subject to the same requirements as US residents. In addition, international students must provide evidence of English proficiency with a minimum score on the Test of English as a Foreign Language (TOEFL) as follows: 250 on the computer-based version, 600 on the paper-based version, or 100 on the Internet-based version (IBT).
In order to qualify for an I-20, international students must also provide a completed financial statement demonstrating evidence of having at least $27,000 (USD) to pay normal expenses for one year at Evergreen.

Financial aid options for international students, unfortunately, are very limited. International students generally are not eligible for federal student loans (Stafford Loans), which is one of the main forms of aid that many of our U.S. citizen and permanent resident students receive. Evergreen does have some graduate fellowships and tuition waivers, some based on need, some on merit or other criteria. For information on these, see the our Graduate Studies Financial Aid site. Unfortunately, we don't have enough funds to give each student more than about one quarter of Washington resident tuition in most cases, which falls well short of the amount of funds needed to qualify for an I-20. International applicants will need to show a substantial amount of funding from other sources or personal funds in order to qualify.
